Boti: Buenos Aires’ AI-Powered Government Assistant
The City of Buenos Aires has enhanced its citizen services with Boti, an AI assistant leveraging Amazon Bedrock and LangGraph. Initially launched on WhatsApp, Boti handles over 3 million conversations monthly, providing information on diverse city services. To improve access to the city's 1300+ government procedures, a new agentic AI system was developed, incorporating an input guardrail system and a government procedures agent. The guardrail, using a custom LLM classifier, effectively blocks harmful content, ensuring safe interactions. The agent, employing a novel reasoning retrieval system, achieves up to 98.9% top-1 retrieval accuracy, significantly surpassing standard RAG methods. This system uses comparative summaries to disambiguate similar procedures before applying an LLM for selection. The agent generates responses in Rioplatense Spanish, Boti's characteristic style, with high accuracy in dialect-specific features like “voseo.” This collaboration between the Buenos Aires government and the AWS Generative AI Innovation Center showcases the potential of generative AI in transforming citizen-government interaction, enabling efficient access to complex bureaucratic information. Future improvements may include exploring more advanced LLMs within Amazon Bedrock and expanding the agent's capabilities to handle tasks like account creation and appointment scheduling.
